IMPROVEMENT OF STATE CONTROL (SUPERVISION) IN THE FIELD OF HANDLING ANIMALS AS A METHOD OF REDUCING THE RISKS OF INFECTIOUS DISEASES

In 2022, the Ministry of Economic Development of the Russian Federation developed the National Rating of the State of the Investment Climate in the Constituent Entities of the Russian Federation, which became a guiding document for state and executive authorities of the constituent entities of the Russian Federation.
In order to implement the requirements of Article 8 of Federal Law No. 248-FZ dated July 31, 2020 "On State Control (Supervision) and Municipal Control in the Russian Federation", a Plan of Measures to Improve the Values of Indicators of the National Rating of the State of the Investment Climate in the Republic of Mari El was developed, which establishes the principles of stimulating good faith compliance with mandatory requirements and carrying out preventive measures aimed at reducing the risk of harm (damage), which are a priority in relation to control (supervision) measures.
The article contains the results of the implementation of local control (supervision) in the field of treatment of animals by a Veterinary Committee of the Republic of Mari El, which reduces the risk of occurrence and spread of especially dangerous animal diseases. The activity of the Veterinary Committee of the Republic of Mari El in the implementation of regional state control (supervision) in the field of animal handling is effective due to compliance with federal legislation in the field of state control (supervision), as well as Decree of the Government of the Russian Federation No. 336 dated March 10, 2022 "On the peculiarities of the organization and implementation of state control (supervision), municipal control".
